Programme Objectives

The overall strategic objective of the Greater Kampala Metropolitan Area Urban Development Program is “To improve the Institutional Capacity in the Greater Kampala Metropolitan Area (GKMA) for Metropolitan coordination and management and increase access to improved infrastructure and services”.


The program’s specific development objectives are to:


  1. i. Enhance Mobility and Accessibility in the GKMA.
  2. ii. Foster Resilience and Environmental Sustainability in the region.
  3. iii. Create workspaces and employment opportunities for unemployed youth, women and economic clusters.
  4. iv. Enhance the capacity of the MoKCC&MA and implementing entities for improved service delivery.

The Program Development Objectives and Results Indicators are as follows:


  1. i. Strengthened institutional performance in GKMA Implementing Entities for metropolitan management and service delivery, as measured by average Annual Performance Assessment (APA) score;
  2. ii. Improved coordination and management capacity of MoKCC&MA and implementing entities, as measured by the Annual GKMA Institutional Support Plan implementation (Percentage);
  3. iii. Improved average delivery rate of infrastructure investment plans by implementing entities (Percentage); and
  4. iv. Increased number of people accessing improved services under the program.
